Dear Mr. James,
In June, 1941, the Jocretary of state approved a new School Grant and Subsidy Code in Hong Kong, the ukin purpose of which was to bring the Grant-aided schools into line with ouivalent Government schools but before the new Code could come into effective
We have now operation, it was overtaken by events. recoivod a telegram from the Governor, of which I attach a copy (.597 of the 29th July), reporting that he is proposing certain amendments, particularly to Sections 13 and 14 of the Coda (of which I also enclose a copy) so that the salaries of trained Anglo-Chinese Masters and mistresses in the Grant- aided schools should be on the scale approved for Mustors and Mistresses of similar status and qualifications in Government service. This principle is accepted in paragraph 12 of the Code for University trained teachers, and we consider that there is every reason from a political' standpoint for bringing the other trained, but non-University trained touchora into line.
A recent semi-official letter from Mr. Rowoll, Director of Education, on this latter gives fuller details, and i enclose an extract of this letter also.
The Governor estimates the cost of such required salary rated at £7,000 per annuun. I should be glad if you would let me know that you approve of our agreeing to his recommendation.
